review for the western soma project began and we realized this overlapped with this the western soma plan area and the eir for central corridor would provide much further detail in the analysis and we could consider at the time we prepared this eir. what we did for western soma we considered the central corridor as it pertains to the cumulative impacts of the project and the western soma area and the projects in the area that overlaps with the western soma plan, so to the extent that we have the information available to us we analyze with the eir and approximate regard to that the western soma is adequate. the central corridor eir will look at that in much more detail than we were able to do so certainly the ah nalis will be before you in the future. >> thank you. i appreciate that and i think the rest of my comments be best taken up during the approval of the plan itself, and they have to do with the zoning and it does have to do with the historic structures and whether they have more flexible uses, but i don't believe those are environmental issues at this time. >> commissioner sugaya

firm is in western soma along 11th and harrison. i am here because i found out about the new sally zoning and that clearly restricts any architecture or design professionals to move from where they are right now and especially people that want to move into western soma. it's ideal because we're close to the building department. my business has been there for nine years. i'm a local enterprise and agency company so i think if you -- you must allow architects and design professionals to be part of the sally zoning. it would total exclude us. i am here because i am a resident are harrison and 11th street corner which has that zoning issue that was just talked about. we were not notified of any redeveloping where they wouldn't allow residential until last month and we read it on jim meeko's blog on november 12. we tried to attend a november 15 meeting. we would love, love to have more residents in the neighborhood. i am also the architect for the businesses that recently closed down on 12th and howard and 12th and folsom. they were bars and had licenses. they closed. i know t

a hearing to move forward -- further forward on western soma. the final thing i'd like to bring up is the four blocks that overlap the potential central corridor that are a part of western soma. i think, you know, we really need a little bit more information as to what might be proposed for this area. what are the potential solutions? are there plans for additional high density, additional parking? some of the things that may be in conflict with that area. and while we scrutinize closely the 11th street area, we've done almost no scrutiny at all over the area that possibly could be contentious. i'm not advocating for keeping this area or any part of western soma on hold until the central corridor is ready to go forward because that doesn't make sense. but i think we really have to know where the possible areas of conflict may be, what could be done to make the two compatible, and what are the options that would be before us. i know we can't jump ahead two or three years to know exactly what may be planned for central corridor, but perhaps someone could give us some insight into wha

, and developers to provide an analysis of soma housing stock, plan development and potential displacement, and two, to facilitate and provide leadership development and education to low-income residents regarding housing and development issues. most staff and the cac reviewed the proposals and is recommending $100,000 to fund the agency neighborhood design proposal to provide analysis and communication and leadership development services and $60,000 to partially fund the veterans equity center proposal to provide leadership development training. both over a two-year period starting in january 2013. the neighborhood and business coordination program was intended to develop and implement a program that connects soma residents, community-based organizations and small businesses located in the neighborhood to create employment opportunities and other connections to achieve neighborhood cohesion. we did receive proposals on this program area, but the committee and staff decided not to recommend funding to any of these proposals. we do intend to re-release this rfp early in 2013. the community council p
